The lead commissioner for this service is Bedfordshire, Luton, Milton Keynes ICB (BLMK ICB) and the associate commissioners are the three local authorities: Bedford Borough Council (BBC), Central Bedfordshire Borough Council (CBC) and Luton Borough Council (LBC). An integrated, Bedfordshire wide, 0 to 19 Children's Service is provided by School Nursing and Health Visiting working together and aims to provide safe, flexible and accessible care for children and families across Bedfordshire and Luton; and will explicitly target inequalities in health and aim to meet the needs of vulnerable or excluded groups of service users. Services will be based on the Healthy Child Programme, the overall aim to achieve the best health and well-being outcomes for all children and ensure that every family is offered a comprehensive programme of screening, immunisations, health and developmental reviews, health promotion information and parenting guidance meeting individual needs, provide individual and tailored support to ensure that children receive appropriate referrals to specialist services where indicated, and that families are signposted to wider support systems. The Community Services for Bedfordshire and Luton are commissioned jointly by BLMK ICB, Bedford Borough, Central Bedfordshire and Luton Borough Councils for children's services. The aim is to provide a person-centred and outcome focused community service which provides care closer to home either in clinic, community or home based settings as appropriate. The services will reduce reliance on hospital-based care and ensure that people have access to good quality, safe, locally delivered health services integrated with other local provision. The following elements are covered under this service: • 0-19 Health Child Programme • Community Nurse Led Service - Oral Anticoagulation Monitoring Clinic • Community Paediatrics (Medical) Service (Edwin Lobo Service) • Drug and Alcohol Support Services for children and young people • Haemoglobinopathy Service and Newborn Bloodspot Screening • Looked After Children Team • Paediatric Community Audiology • Paediatric Rapid Response Team • Pre School Feeding Service • Public Health Nursing Service for School Aged Children • Speech and language therapies The ICB are intending to award a contract an existing provider following direct award process C and the approximate lifetime value of the contract is £326,890,622. The services are intended to be provided for a period of 7+2 years from 01st April 2025.
