Description
External Audit Services in line with the Code of Audit Practice which sets outs what local auditors of relevant public bodies are required to do to fulfil their statutory responsibilities under the Local Audit and Accountability Act 2014 prepared by the Comptroller and Auditor General. The comprehensive and efficient External Audit Service will assist the ICB to meet its statutory deadlines and discharge its officer's responsibilities, whilst maintaining the necessary level of professional independence. The service includes the completion of an assurance engagement in relation to the Mental Health Investment Standard (MHIS) return. This will be conducted in accordance with the requirements as published by NHSE and revised over the duration of the contract term. A mini competition was conducted under the Crown Commercial Service RM6188 framework entitled Audit & Assurance Services (A&AS).

Legal Justification
This contract has been awarded via a framework agreement established under PCR 2015. All providers on the Lot were approached to determine interest. Those which expressed interest in the opportunity were invited to bid. Two providers submitted a tender response.
