Provision of a hub and overnight support service. The hub element offers accommodation services and the overnight service provides support to people who are homeless or have been rough sleeping.
Total Quantity or Scope
The overnight service supports people who are homeless or have been rough sleeping. The hub service provides accommodation support services. These services provide essential support to some of the most vulnerable people in the City, men and women who are homeless or rough sleeping. They also have complex needs including drug and alcohol dependency, mental health problems, domestic violence, and safeguarding vulnerabilities.

Legal Justification
St George's Crypt are the only provider that has the expertise, capacity, experience and local knowledge and connections to deliver the service currently, which correlates with the requirements of the provision as to a lack of competition for technical reasons. There are no concerns with the current provision which would suggest that there is any meaningful risk with entering into a new contract with St George's Crypt. They have consistently met their contractual obligations and are established key partners who have engaged with clients, commissioners, and other stakeholders with regard to service delivery for rough sleepers and people at risk of homelessness. St George's Crypt deliver the service from established premises which would be impossible to replicate within such short timescales through alternative provision. Recommissioning the Overnight and Hub service in the city provides continuity of care for vulnerable, at-risk clients and minimise disruption for the connected services within the city who support rough sleepers and those at risk of homelessness.
