Description

The Authority seeks to establish a Dynamic Purchasing System (DPS) for design and consultancy services foruse by its Members and other Public Sector Contracting Bodies within the UK. The DPS comprises the following lots: — Lot 1: Architect Services, — Lot 2: Engineering (Civil and Structural), — Lot 3: Surveying (All Forms), — Lot 4: Health and Safety [including Construction (Design and Management) Regulations 2015], — Lot 5: Ground Investigation and Remediation Services, — Lot 6: Mechanical and Electrical Engineering Design, — Lot 7: Energy Assessments, — Lot 8: Ecological Assessment and Reporting, — Lot 9: Employer's Agent, — Lot 10: Principal Designer [Construction (Design and Management) Regulations 2015].

Lot Division

1 Architect Services

To provide a full range of Architectural services including but not limited to RIBA Plan of Works 2013 stages 0-7.

2 Engineering (Civil and Structural)

To provide a full range of civil and structural engineering services.

3 Surveying (All Forms)

To provide a full range of Surveying services including but not limited to: — quantity surveyor, — building/structural surveyor, — commercial/residential surveyor.

4 Health and Safety (including Construction (Design and Management) Regulations 2015)

To provide full range of Health and Safety Consultancy and advisory services including but not limited to: — provide general health and safety support and advice, — provide health and safety advice and assistance in accordance with Regulation 7 of the Management ofHealth and Safety at Work Regulation 1999, — provide audit of current compliance with regulatory standards including review of policies, procedures andmonitoring and reporting of processes, — health and safety policy, — risk assessments, — health and safety manuals, — safe working procedures and arrangements, — Construction (design and management) Regulations 2015.

5 Ground Investigations and Remediation Needs

To provide a full range of specialist site investigation services including but not limited to: — geotechnical consultancy and Investigation services, — contaminated land services, — consultancy activities.

6 Mechanical and Electrical Engineering Design

To provide a full range of mechanical and electrical engineering design services.

7 Energy Assessments

To provide a full range of energy assessment services including but not limited to: — Energy Performance Certificates (EPC) for existing dwellings, — EPCs for new dwellings, — EPCs for non-dwellings (commercial buildings), — Display Energy Certificates.

8 Ecological Assessment and Reporting

To provide for any ecological assessment and reporting requirements including but not limited to ecological assessments and surveys, environmental consultancy services, environmental impact assessment and monitoring.

9 Employer's Agent

To provide comprehensive employer's agent services.

10 Principal Designer (Construction (Design and Management) Regulations 2015)

To provide a full design and consultancy service including the requirements outlined within Lots 1-8 above and in particular for the appointment of a principal designer by the client to take control of the pre-construction phase of any project involving more than 1 contractor in accordance with Construction (Design and Management)Regulations 2015.

The DPS was originally scheduled to last for 120 months until 14 April 2029. However the decision has been made to close this DPS in its entirety in Jan 2023. PROSPER is acting as a Central Purchasing Body in relation to this Procurement.
