Description
Hampshire Resettlement and Support Service. This contract is to provide and co-ordinate resettlement and integration support for individuals and families relocating to Hampshire, primarily under the Government's UK Resettlement program (UKRS) but also those who enter or have already entered the UK under other schemes. Such Schemes among others may include the Afghan Relocations and Assistance Policy (ARAP), Afghan Citizens Resettlement Scheme (ACRS), Syrian Vulnerable Persons Relocation Scheme (SVPRS) and The Vulnerable Children's Relocation Scheme (VCRS). It may also include individuals and families who originally resettled under Community Sponsorship, or transfer into the county.

Legal Justification
This is required to ensure that support and resettlement services are available for Afghan refugees relocating from Pakistan to properties in Hampshire. There is an immediate and urgent need for refugees to relocate from Pakistan and 16 properties have already been identified for this purpose by the Ministry of Defence (MOD) that were not taken into account in the original procurement. Providing support and resettlement services for households allocated to these properties would take the contract above permitted capacity and spend. Furthermore, the launch of a second round of grant funding (Local Authority Housing Fund: Round 1 (LAHF R2)) by DLUHC in March 2023 to enable District and Borough Councils to purchase properties for refugees will further increase demand on this contract. This could not have been anticipated when the original contract was procured in 2022 and now means that the original contract was unable to meet urgent and immediate need.
