Description

Strategic approach a. Working with Communities Service Migration and Refugee Manager - lead on a strategic approach to the planning and coordination of delivery across Kirklees - identifying and review progress to reducing gaps and barriers to ESOL progression for learners. b. Supporting the development of an ESOL strategy reflecting Kirklees Council outcomes for example: Best Start (support for parents to be the best they can be supporting their children and through education) Well (Support for people to keep well mentally and physically) Aspire and Achieve (Support to progress towards employment in what people aspire to do as a career not what they have to because of limited English) c. Working with all ESOL and associated adult learning and employment support providers delivering in Kirklees - developing a strong approach to working with Kirklees Council funded provision for learning and employment. d. Support the development of the Kirklees ESOL working group e. Lead on ensuring Kirklees ESOL providers ensure the MESH Kirklees ESOL coordination web pages are up to date f. Supporting the collaboration and sharing learning between ESOL tutors in Kirklees - sharing resources, good practice, problem solving and CPD support for those who deliver ESOL in a voluntary capacity. g. Increase the capacity of and investment in our ESOL providers in the Voluntary and Community Sector. Influencing funding available within Kirklees Council and maximising on external funding opportunities by leading on and supporting bid writing as needed. h. Formally Reporting into the Migration Board and Kirklees Community Learning Trust and preparing reports to be submitted to Kirklees Council senior leadership teams as needed Place Based Approach to engage, assess and progress a. TW4E needs to be a single point of contact and access for ESOL learners to start and progress in learning English. Assessment (Information Advice and Guidance qualified staff) of learners and progression to learning and learner check ins/review for a minimum of 6 months to ensure progression continues and learner outcomes are being achieved. b. Learners taking part in TW4E must be supported with transition to progress into other ESOL and/or mainstream opportunities or other opportunities when they become available included those delivered by community partners on behalf of the Council. Kirklees Council currently delivers a wide range of community based Adult Community Learning, First Steps and employment support provision (WorksBetter) through a network of voluntary / community sector based organisation. The successful delivery partner must establish links with these programmes to ensure progression opportunities for participants are maximised and are meaningful. c. To work in a restorative and asset-based way with learners - working with people rather than doing things for them or too them. d. TW4E service is accessible by those who cannot read or speak English - people must be able to self-refer and staff working on TW4E must be able to understand any concerns raised so access to a translation service vital. e. The This Way for English to be promoted on the KirkleesWelcomes blog as the central hub for this work. This is a main base that frontline staff are dedicated to find out support available for those new to Kirklees Council. f. To develop community focussed social media and communication channels for TW4E to promote the support available for people to begin to learn and progress g. To link in with the welcome mentors and migrant community connectors an VCS links and frontline staff to cascade the message of T4WE support as far and wide as possible within communities. h. Place based approach developing and delivering a Hub model linking with Libraries, Schools as Community Hubs and developing Family Hubs. i. To have a presence in communities
