Description
This PIN for the Police National Database re-procurement is for information purposes only. On 14 November 2023, techUK hosted a market engagement event in conjunction with the National Police Chief’s Council and the Police National Database (PND) programme team. The purpose of this PIN is to update the market on the progress the Department is making and to note that this includes a delay to any future competitive procurement for the Police National Database re-procurement. The Department is continuing to explore delivery options following feedback from the market. In addition we encourage the market to keep an eye on the Home Office's procurement pipeline, published at regular intervals, and for future Prior Information Notices from the PND team for any additional market engagement sessions held in the future.

The PND continues to make progress in relation to its transformation programme (to bring PND into the Home Office Law Enforcement Cloud Platform and update legacy technology) and remains confident that full transformation will be completed according to its original schedule. The market engagement was very successful in terms of level of attendance, engagement and feedback received. We have identified that there is a healthy appetite and market capability in relation to this opportunity and feel that to make the most of this interest a period of revision is required. As a result of the quality of both the engagement and the feedback received, the Home Office will invest additional time to review its requirements and the associated commercial approach. This will naturally include assessing additional CCS Framework Agreements, alongside the Procurement Act 2023 competition procedures to ensure any procurement exercise is optimised to achieve success. We hope to run further market engagement sessions following completion of our assessment activities and successful navigation of the internal and external governance gateways, to encourage market members’ cooperation and networking. The revised timescales contained within this notice are estimates and indicative only. Any procurement will still be subject to the appropriate internal governance and approvals which could affect estimates provided.
