Other Information
Tenderers should note that although the overall value of the Framework has been awarded at 4,590,000 GBP excluding VAT over the maximum four year framework period, the Authority reserves the right to modify the Framework, or any lots within the Framework – irrespective of the monetary value of modifications – within the scope permitted under Regulation 72 (1) of The Public Contracts (Scotland) Regulations 2015, should operational reasons require it. Actual requirements can vary due to changes in (for example): - Felling Programme – changes to Operational programmes may increase or decrease surveys requirements during the lifetime of the Framework. - Tree Health & Wind-Blow – could result in a decrease in requirements due to more sales which do not require survey. - Policy Change – focus may change onto different surveys. - Timber Market – the cash available to the authority is heavily dependent upon the price of timber, and budgets are subject to increase or decrease alongside this. - Changes to in-house capacity resulting in the need to outsource additional surveys. - Changes to guidelines and industry standards. - A drive from Scottish Government or a change in government policy/priorities leading to additional survey requirement; changes in budget for the Authority; and/or a shift in priorities.
