Description

Portsmouth City Council ('the Council') is seeking a suitably qualified supplier to provide a flexible supported service to support care experienced young people leaving hostels and foster care and transferring into their own flats provided from the Council's housing stock. The Service shall provide housing-related and life skills support to care experienced young adults with the aim of developing essential living skills, resilience and increasing independence, to maintain their tenancy themselves. The service will also work with those who are on the waiting list for their flat, to develop their independence skills to ensure they have a certain level of knowledge and skills prior to moving in to a flat. The overarching aim of this service is to reduce the incidents of eviction and homelessness across the Portsmouth area through empowering tenants to learn the skills and demonstrate the behaviours to maintain their tenancy successfully. The initial contract term will be for 4 years with possibility of extending the term by a further 2 years to a maximum total term of 6 years in increments to be agreed, subject to the agreement and performance of both parties. The estimated total contract value is IRO £66,389 per annum offering an estimated total of £285,556 over an initial 4-year term. In the event that the maximum extension opportunities (2 years) are utilised, the contract value could increase to IRO £398,334 over the 6-year maximum term. The council is using a two-stage restricted procedure for the procurement of this contract. The initial selection stage will be undertaken using the standard selection questionnaire (SQ), from which successful candidates will be shortlisted, who will then be invited to submit tenders. The deadline for submissions of this initial selection stage will be 31st October 2023 at Midday. Following evaluation of the completed SQs within the first stage of the procurement procedure, only the top four candidates who have scored the highest weighted percentage overall in relation to the quality of the answers provided for the project specific questions (this includes bidder's responses to the project specific questions and references), will then be shortlisted and invited to the tender (second) stage. Additionally, any bidder who scores within 2% of the fourth placed bidder and meets the minimum requirements within the SQ, will also be shortlisted in the same manner.
