Description
HCC's current Grounds Maintenance Services Framework (GM 2021-24) expired on 31st December 2024. The Authority (Hampshire County Council) plan to put in place a successor framework from April 2025 (GM 2025-2029) to deliver grounds maintenance services to sites in Hampshire. This Prior Information Notice is intended to advise suppliers of the Authority's intention.
Lot Division
1 | Standard - West (including South Central, the New Forest, and Test Valley) The Procurement of this lot will be for the Standard Sites involving maintenance of flower beds, borders, hedges, shrubs, grass cutting, removal of leaves and litter, and weed control across the West of Hampshire including South Central, the New Forest, and Test Valley. |
2 | Standard - Central (including Winchester, Basingstoke and Deane, North East and Hart) The Procurement of this lot will be for the Standard Sites involving maintenance of flower beds, borders, hedges, shrubs, grass cutting, removal of leaves and litter, and weed control across Central Hampshire including Winchester, Basingstoke and Deane, North East and Hart. |
3 | Standard - East (including East Hampshire, South East Hampshire) The Procurement of this lot will be for the Standard Sites involving maintenance of flower beds, borders, hedges, shrubs, grass cutting, removal of leaves and litter, and weed control across East Hampshire including including East Hampshire, South East Hampshire. |
4 | Standard - covering all areas The Procurement of this lot will be for the Standard Sites involving maintenance of flower beds, borders, hedges, shrubs, grass cutting, removal of leaves and litter, and weed control across all of Hampshire. Contractors will not be able to bid for this lot; winners of lots 1-3 will be included in this lots automatically. This will allow flexibility to cover a range of works and work areas over the duration of the framework. |

** PREVIEW NOTICE, please check Find a Tender for full details. ** The current GM 2021-24 framework provides HCC and other local Contracting Authorities with an option to call off a range of grounds maintenance works. The new GM 2025-2030 framework proposed adapts the existing framework structure, using geographical lot areas as well as distinct lots for works required. Works required will vary by the nature of the sites, and could suit a variety of contractors; see indicative tasks: Standard sites: maintenance of flower beds, borders, hedges, shrubs, grass cutting, removal of leaves and litter, and weed control. Standard + Sports Facilities sites: as per above, also including large field works, line drawing for sports areas, and setup and maintenance of sports equipment. The proposed lot structure is as follows: Lot 1: Standard - West (including South Central, the New Forest, and Test Valley) Lot 2: Standard - Central (including Winchester, Basingstoke and Deane, North East and Hart) Lot 3: Standard - East (including East Hampshire, South East Hampshire) Lot 4: Standard - covering all areas (successful contractors in Lots 1, 2, and 3 will automatically be included in Lot 4) Lot 5: Standard + Sports - West (including the New Forest and Test Valley) Lot 6: Standard + Sports - Central (including Southampton, Winchester, and Basingstoke and Deane) Lot 7: Standard + Sports - East (including South East Hampshire, East Hampshire, North East and Hart) Lot 8: Standard + Sports - covering all areas (successful contractors in Lots 5, 6, and 7 will automatically be included in Lot 8) Contractors will be able to bid for any number of lots, but will only be awarded a maximum of 2 geographical lots and corresponding all-Hampshire lot (constituting matching area lots in each lot category, i.e., Lot 1: West, and Lot 5: West). Contractors will not be able to bid for Lots 4 or 8; winners of lots 1-3 or 5-7 respectively will be appointed to these lots automatically. This will allow flexibility to cover a range of works and work areas over the duration of the framework.
