Description
In 2019 Bristol, North Somerset and South Gloucestershire Clinical Commissioning Group (BNSSG CCG) sought to commission through formal competition a Primary Care service for patients registered to Graham Road Medical Practice and Horizon Health Centre, Weston-super-Mare, North Somerset. This was following the handback of contracts by the providers. The formal procurement process was unsuccessful, leading BNSSG CCG to establish that a direct award with the incumbent provider, Pier Health Group Limited, is necessary to ensure the continuation of vital primary care services to the relevant population. The CCG is now awarding services to the aforementioned provider under an APMS contract that will run from 01/06/2021 to 31/05/2025. In line with agreement reached at the CCG's Primary Care Commissioning Committee, this is a period sufficient in length to stabilise the services and to establish long-term arrangements. The award value is £2,782,223 (Est) + Additional Role Reimbursement Scheme revenue. Pier Health Group benefits from strong existing relationships, knowledge and experience. It is the only reasonable option for delivering the service for a limited period of time and for ensuring service users receive continuity of care. The CCG has no concerns regarding the proposed provider's ability to deliver the service through to May 2025. This approach additionally enables continued integration of local services, improved use of public funds and the release significant benefits to patients. As a result of all of the material factors noted above, the Negotiated procedure without prior publication has been followed and justified under regulations 32(2)(a) and 32(2)(b)(ii).

The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
