Description

SCCL are required to comply with the Producer Responsibility Obligations (Packaging Waste) Regulations 2007 and the Producer Responsibility Obligations (Packaging Waste) (Amendment) Regulations 2017, which involves the analysis of the various types of packaging placed onto the market from the products sold via the different supply channels operated by NHS Supply Chain. Following this analysis, Packaging Recovery Notes (PRN’s) are purchased by the compliance scheme provider and submitted on the behalf of SCCL. Historically this service had been undertaken by DHL as sole provider of all services associated with the business.

Total Quantity or Scope

The procurement is being conducted via the open procedure accordingly to the Public Contract Regulations 2015. The contract is for 3 years. The successful provider must be registered on Packaging Compliance Scheme Public Register on Environment Agency. A successful provider will interpret the product data from the sales of goods to establish the waste streams and volumes for the purchase of PRN’s and data submission to the Environment Agency. This service also includes compliance to current and upcoming packaging legislations (such as the Plastic Packaging Tax and the reformed Packaging Producer Responsibility regulations, including increase in reporting responsibilities). The contract will be split into two service sections: (a) Part 1: Collection and analysis of the data to establish the waste streams and volumes; (b) Part 2: PRN and data submission to the Environment Agency. Other Information

As SCCL take title to the products and place them on the market, this obligation has passed to SCCL to register with a packaging compliance and data services provider to provide this specialist activity. The successful provider must be registered on Packaging Compliance Scheme Public Register. This is a mandatory requirement.
