1 The Fenchurch Cluster of Children's Centres

The provision of Children’s Centres to deliver early help services in Hull from 1 April 2021 to 31 March 2025. This contract applies to those current Children Centre Early Help Services commissioned by the authority. Children’s Centres are a core part of the City’s Early Help Delivery Model for children, young people and their families by identifying families with problems and bringing together different services and agencies collectively to look at what support is needed. In line with the Core Purpose for Early Help: Children’s Centres (DfE April 2012), the aim of Children Centre Early Help Services is to deliver the required support in a co-ordinated way and therefore improve the outcomes for young children and their families with a particular focus on the most disadvantaged families, in order to reduce inequalities in: • child development and school readiness; • parenting aspirations and parenting skills; • child and family health and life chances. Thus, reducing demand in the system on more costly, acute and specialist services. Children’s Centres also play a significant role in the delivery of an integrated pathway of support for families and work collaboratively with midwifery, health visiting, childcare/early education providers and other early years services. Through the Early Help model the Centre play a key role in managing the interfaces between these different services and aligning priority areas of work.
