Description
This is an alliance contract which was set between volunteer sector and NHS Trusts and is intended to increase access to an integrated patient-centred service for the improvement of the wellbeing of the City and Hackney residents. City and Hackney CCG is undergoing a merger with 6 other CCGs on 1-Apr-2021 and is intending to issue a short extension (6 months) to all contracts expiring on 31-Mar-2021 to provide continuity during the merger. This is under regulation 72(b)(i) and 72(b)(ii) of the Public Contracts Regulations 2015 because a change of contractor cannot be made for technical reasons and would cause significant inconvenience for the CCG.
Total Quantity or Scope
The Psycological Therapies and Wellbeing is a patient-centred alliance model which was set between the VCSME and NHS Trust. This alliance provide improvement on access and function as an integrated physical and health services for the City and Hackney residents. This service has been fundamental for the development of partnership between various organisations wich improve pathways and provide a wider access to patients from all different background. This service supports the access of to mental health services and it is part of the improvement on awareness of commom mental health disorders, access to IAPT and recovery of patientis with mental problems.

Legal Justification
City Hackney CCG is being merged with 6 other CCGs to form North East London CCG (NEL CCG) on 1-April-2021. To ensure smooth transition to NEL CCG the CCG is extending all contracts for 6 months where continuity of provider is deemed necessary. The CCG is publishing this notice to signal its intention to directly award a contract, on the grounds that continuing to use the original contractors is necessary during the merger for technical reasons and that changing contractor at this time would cause significant inconvenience to the CCG (PCR 2015, Reg 72(b)(i) and (b)(ii). While consideration has been given to the Coronavirus pandemic response 32(2)(c) is not being cited as the primary reason for the extension. The CCG believes that this supplier is already integrated with other services in East London, and has strong links with local health, social care, community and voluntary organisations. This enables it to deliver services in an integrated way and provide holistic care that meets the needs of local patients. The intended contract extension is for 6 months, to September 2021, and by that time NEL CCG will have been able to complete the merger process, understand where it has multiple contracts for the same services, and make decisions on competitive tendering options for future consolidated contracts as a new organisation.
