Description
The overall purpose of the service is to deliver support to adults who are homeless or at risk of homelessness and also have multiple and complex support needs. The provision is delivered principally at Alt Bank House Hostel, Field Lane, Liverpool L10 4XQ in Knowsley. Access to the service is 24 hours a day and will operate every night/day including Public Holidays. The service will have access to up 36 units of accommodation for adults who are homeless or at risk of homelessness and have medium and high support needs. The majority of the residents will have drugs, alcohol, mental health issues and debt management problems.
Total Quantity or Scope
Alt Bank House will form part of a suite of homeless prevention and accommodation services in Knowsley. Homeless prevention and accommodation services are complementary to a variety of existing care, support and advice services; and are required to work alongside and co-operate with these services but also recognise that they are unique in the support they provide. Homeless prevention and accommodation services will be led by the service users’ identified needs and be outcome focused. This service specification describes the service that will be delivered, the desired outcomes that are expected and the processes that will be followed. Access to all parts of the service will be via a MainStay assessment. After the assessment, service users will be offered the most appropriate accommodation to meet their accommodation and support needs. When accommodation is full, individuals at risk of rough sleeping will be offered access to the sit up/day time service until the provider is able to match them to appropriate accommodation. The overall aim of the service is to ensure that individuals who are homeless or at risk of homelessness and have medium, or high, or multiple and complex support needs have their needs met in a holistic and person centred way. Those with low or no support needs will be referred to the dispersed shared accommodation or the private rented sector (PRS) and short term floating support if required. The provider will ensure that the service engages and coordinates with appropriate interventions from partner agencies such as adult social care, community mental health teams, drug and alcohol agencies, housing options service, GP’s and other health services.
