Description

This is the Pre-Qualification (PQQ) stage for the appointment of a framework of six suitably experienced and qualified building contractors to construct new housing developments on behalf of East Dunbartonshire Council over a four year period (3 years with the option of one year extension). The programme will start Initially with eleven projects totalling approximately 240 new council houses. The design and delivery of these projects will be led by an existing design team who are currently supporting East Dunbartonshire Council: The purpose of this PQQ is to request information which will assist in the selection of building contractors to be invited to tender.

Total Quantity or Scope

— Nine will be principally residential development on a range of site sizes from 3 units up to around 60 units, — One will potentially feature the refurbishment of an existing 19th century school building as residential apartments, with an element of new build — One will be jointly with Bield Housing and Care (subject to council approval and Bield Housing and Care Board approval). to also deliver a retirement apartment block and daycare centre. Consideration may be given to bringing this element forwards as a design and build contract. The purpose of this PQQ is to request information which will assist in the selection of Building Contractors to be invited to tender.

Other Information

East Dunbartonshire Council will incorporate a 10 calendar day standstill period from the point at which information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from the address and contact in part I1.1 of this notice. If an appeal regarding the Award of contract has not been successfully resolved The Public Contracts (Scotland) Regulations 2006 (SS1 2006 No.1) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of Session. Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into. (SC Ref:642821)
