To support the delivery of the Business, Energy and Industrial Strategy (BEIS) Peer Network Activity provided through the GBSLEP Growth Hub Peer Networks for the following lots by industry sector: Lot 1: Advanced manufacturing; Lot 2: Business, financial, professional and services, including independent training providers: Lot 3: Creative industries: Lot 4: Energy and low carbon: Lot 5: Life sciences and healthcare.

1 | Advanced Manufacturing Advanced Manufacturing in line with the set of standard industry classification (SIC) codes relating to the sector description for this lot/category. With the lot to cover Peer Networking and mentoring activities as per the tender documents specification. The aim is to improve SME’s under this category capability to adapt their business models to the new normal, position themselves for future success and drive longer term productivity gains through improved leadership and management skills and tech adoption. |

Legal Justification
Covid-19 has given rise to an urgent need for the supply of business support through the peer-to-peer programme which will form an important part of the Government’s drive to improve productivity and deliver part of the economic response to the effect of Covid-19 on businesses. It will provide support to SMEs as they move through the recovery phase. Due to the immediate issues faced by businesses, any delay would jeopardise the effectiveness of this response at a regional level and impact the greater Birmingham and Solihull ability to respond to economic emergencies. This does not give GBSLEP sufficient time to comply with the standard open procedure timescales for this procurement. GBSLEP considers this to be a state of urgency which it has duly substantiated. Accordingly, GBSLEP is using the accelerated time limits permitted under the Public Contract Regulations 2015 (Regulation 27(5) for the open procedure) in respect of this procurement.
