Leeds City Council are seeking quotations for £24,000 or less, to appoint a single provider to deliver a mid-term and final Evaluation and Summative Assessment which are contractual requirements of the European Union's ESIF Community Led Local Development (CLLD) Programmes, being delivered in Inner East and South Leeds. CLLD is a method of funding to deliver employment, skills and enterprise support in an area; the European Social Fund is managed by the Department of Work and Pensions (DWP), and the European Regional Development Fund is managed by the Ministry of Housing, Communities and Local Government (MHCLG). Leeds City Council is the Accountable Body. The Evaluation and Summative Assessment is a contractual requirement of the fund. CLLD is a national funding programme, so the evaluation is an opportunity to understand, both at a national and local level, what has worked well and what have been the challenges and barriers. The findings will provide information for the Managing Authorities, and put forward recommendations for any future Community Economic Development activity in the Leeds City Region. It will also inform stakeholders about the benefits and challenges of supporting local communities through EU funded programmes. The mid-year Evaluation should be completed by August 2021. The Final evaluation and Summative Assessment will be completed by April 2023, in readiness for the closure of the funding programme in June 2023.
