Supply of Catering Services to the Metropolitan Police Service

This PIN is to notify the market that at a later date in 2021 the Metropolitan Police Service (MPS) will be commencing a tender process for Catering Services. There are potentially Five areas of service provision: 1. Staff Restaurants - this is the provision of a food service to both police officers and police staff on four MPS premises and to scope the commercial viability for 3 smaller sites. The type of service varies across the MPS Estate depending on number of officers/staff based at particular locations. This is a service that staff/officers pay for at point of sale. We seek to deliver this on a nil-subsidy basis. 2. Operational Feeding - This is the provision of food and drinks to police officers involved in Public order events and incidents both planned and unplanned. 3. Hospitality - this is the provision of food and beverages services for a range of events for officers, staff and guests predominantly in three main buildings across the MPS Estate. 4. Vending - to provide and manage the vending requirements across the Estate. 5. To supply detainee meals for custody suites. The Metropolitan Police Service (MPS), founded by Sir Robert Peeling 1829, is famed around the world and has a unique place in the history of policing. Today, accountable to The Mayor's Office for Policing and Crime (MOPAC), the MPS is responsible for policing an area of 620 square miles with a daily population of over 12 m. The MPS, in common with the majority of other public sector organisations is facing significant cost/budget challenges over the next few years. In order to meet this challenge the MPS is radically changing to improve the delivery of high quality policing services in a more effective and cost efficient way as it aspires to be the best police service in the world. The MPS, however, needs to eliminate duplication and work as one organisation to achieve the outcomes. The changes mean a fundamental re-think about the way the MPS delivers its services to become a modern and responsive organisation that puts the public at the heart of what it does. The outcome of the changes will ensure neighbourhood policing is the foundation of what the MPS does overlaid with a flexible and dynamic pan London response, investigative and specialist policing. We intend to hold a number of one to one discussion meetings to explore possible options to shape our strategy and understand the various methodologies and solutions to best deliver the MPS outcomes. Any expression of interest made under this notice and any subsequent meetings is no indication of a commitment from either side to participate in any future tender or procurement process. The MPS will select a cross-section of those expressing an interest to hold discussions with. Any discussions will be subject to the signature of a Non-Disclosure Agreement prior to commencement. Any contact or discussions as a result of this exercise does not infer any preferential or special status on those organisations that do express interest or are contacted to meet with the MPS. The MPS is not liable for any costs, fees or expenses incurred by any party participating in this exercise. Please note this is not the start of a formal procurement process and is not a call for competition. This exercise is not a Pre-Qualification Questionnaire exercise as defined under the Public Contracts Regulations 2015. Any information we have provided as part of this exercise will be included as part of any future procurement exercise. It is also not a guarantee that the results of this exercise will formally begin any procurement or constitute any commitment by the Contracting Authority to undertake any procurement exercise. A separate contract notice will be issued to cover any future procurement process. Interested parties will not be prejudiced by any response or failure to respond to the market engagement exercise.
