Description
Provision of a comprehensive range of mental health services to the people living within the Wigan borough. The services will be developed and delivered through strong working relationships with local and regional health, social and VSCE partners to transform mental health services to achieve improvements to the physical and mental health and well-being of individuals, carers and families. The service will ensure it is accessible to all and that timely and effective advice, support and where necessary treatment is delivered in ways to optimise health and social outcomes in line with Wigan and Greater Manchester strategies.

Legal Justification
Mental health services (MHS) across the North West are being realigned across the NHS system to ensure an appropriate strategic fit within each local health economy and deliver increased consistency, resilience, integration and efficiencies to deliver benefit to patients and the NHS. Whilst much of the service provision currently being delivered by North West Boroughs Healthcare (NWBH) NHS Foundation Trust is being realigned to a new footprint being managed by Mersey Care NHS Foundation Trust, a decision has been taken and agreed across the NHS system in the North West, for the elements of MHS currently provided by NWBH to Wigan, to transfer to Greater Manchester Mental Health NHS Foundation Trust (GMMH) to support an alignment with the GM footprint. The new arrangements required the establishment of a new contract between NHS Wigan Borough CCG and GMMH, which will enable a focused alignment with local commissioning strategies for Wigan. The contract requires and enables integrated working by GMMH with other local system providers, including Wigan Wrightington and Leigh NHS Foundation Trust, Wigan Borough Council as well as an array of VSCE service providers. Observing its obligations under the NHS (Procurement Patient Choice and Competition) (No.2) Regulations 2013, NHS Wigan Borough CCG has assessed the appropriateness to award the contract directly through a non-competitive process to GMMH. GMMH is assessed to be the only provider being able to deliver the immediate business service transfer and integration required at this time, followed by the development and implementation of a programme of transformation to further improve the health and well-being of the Wigan population whilst achieving system sustainability.
Other Information
A new contract is being established as a result of a strategic realignment of mental health services (MHS) across the NHS system in the North West. Whilst the services previously provided by North West Boroughs NHS Foundation Trust (NWB) is being aligned within a new Mersey Care NHS Foundation Trust footprint, the current element of MHS being delivered by NWB for Wigan, is being aligned through a transfer of services within the Greater Manchester NHS system. The stated contract value is the expected value for the three (3) year contract term. Whilst the contracting authority being the signatory to this contract is NHS Wigan Borough CCG, investment for this contract includes a contribution from Wigan Borough Council.
