This contract is for an evaluation of both the Whole House Retrofit (WHR) and Social Housing Decarbonisation Fund Demonstrator (SHDF(D)) programmes. Evaluation of these programmes is needed to: - Identify the different innovations that take place in whole house retrofit, examine how these and other factors lead to performance improvement and cost reduction, and generate evidence on how and where future performance improvements and cost reductions might be found - Provide evidence to support benefits reporting, and determine to what extent and how each programme's benefits have been delivered - Provide evidence to understand the barriers and successes experienced during delivery of both programmes - Provide learnings from the programmes, to support improving the design of future schemes, including the main Social housing Decarbonisation Fund.
