Description
LCC is tendering for a children's rights, advocacy and independent visitors service. The tender can be found under RFQ 15268187 on Lancashire County Council's Oracle system. The purpose of the service is to provide support to Children and Young People (CYP) who meet the criteria for the service, through the following elements: I. Advocacy (Element 1); II. Independent visitors (Element 2). The service aims to ensure that vulnerable CYP have the opportunity to influence decisions, policies and practices that affect their lives and to provide independent advocacy support to eligible CYP and to manage and sustain a pool of volunteer independent visitors for children looked after (CLA), to fulfil the requirements set out in legislation and the accompanying regulations and guidance.

The purpose of the service is to provide support to children and young people (CYP) who meet the criteria for the Service, through the following elements: … The advocacy element of the service provides independent professional advocacy support to individual CYP who meet the eligibility criteria for the service to ensure that their views and wishes are heard. The Independent Visitor element provides volunteers, independent of the local authority, who can befriend and assist a CYP who is looked after (CLA). Local authorities have a duty to appoint a person to be an Independent Visitor for a child or young person looked after where it appears to them to be in the CYP’s interest to do so. The purpose of this element of the Service is to manage the recruitment, training and matching of volunteer independent visitors who can befriend and assist CYP who are looked after (CLA).
