Description

Sefton Council is developing the Orrell Mount Playing Fields as a multi sports hub site with significant investment from the Council together with funding from the Football Foundation and local partner clubs. In terms of grant funding the Council is still in the process of securing that and so bidding organisations must understand that if grant funding is secured, yet the funding body opt to impose specific conditions upon that funding, it may be necessary for the Council to negotiate alterations to any agreement with the successful bidder. Therefore, the Council is bringing this opportunity to market, on the basis that there is at least the possibility of it being subject to change. It is proposed to construct a new full sized fenced and floodlit 3G rubber crumb pitch along with a traditionally built single storey Changing Pavilion, with accompanying access and car park works. Orrell Mount Sports Hub is an open site and while any specialist football facilities might be enclosed and controlled, the site will remain open and accessible for other managed sporting activity or casual recreation. Orrell Mount Sports Hub Operator (the Operator) will be appointed to operate the 3G and ancillary facilities with specific responsibility for all management, operational and maintenance duties. Sefton Council is inviting tenders from local community organisations with experience in facility operation and sports development delivery to provide a management service for the new Orrell Mount Sports Hub facilities through a five-year contract to achieve the following aims: • Developing Orrell Mount Sports Hub into a financially viable and self-sustaining operation • Providing the local community with high quality, well managed facilities with high levels of usage and customer satisfaction • Providing a managed programme of use which supports partner club growth and offers a range of recreational football activities to people of all ages, genders and abilities to deliver the FA strategic outcomes • Delivering agreed KPIs around key Council priorities - participation in physical activity, stakeholder engagement, health and well-being, social inclusion • Developing the project partnerships through the Project Steering Group and managing the delivery of the Football Foundation Site Development Plan
