Description

The Open University (OU) has tendered for a data management platform to be delivered as a Software as a Service (Saas)/cloud based solution, including support and maintenance. The platform must be capable of delivering the following core competencies: Data quality, data governance, metadata and master data and must be delivered as a single integrated environment. The solution may scaled up and be rolled out further across the OU subject successful implementation. The contract is for an initial period of 3 years and may be extended by the OU for further periods up to a maximum of 10 years in total at its discretion. We also require support and technical expertise to help implement the solution.

Total Quantity or Scope

The Open University is seeking to create a data management capability delivering services in the areas of data quality, data governance, metadata and master data management. These requirements must be delivered as a single integrated environment and be capable of delivery in a phased approach. The minimum capabilities will be delivered in phase 1 (financial year Aug 2020 – Jul 2021) are data quality and data governance. Ideally, we would also like to deploy metadata management at the same time and within the budget envelope. The MDM component is a wider change programme that is being considered and we require an option to purchase this component via this contract once the master data strategy is approved. Currently our view is that delivering the MDM capability will be in Phase 2 (financial year Aug 2021 to Jul 2022) of the programme, although we reserve the right to pull this forward should the budget allow. If Bidder’s proposals are cost effective, then the OU may be able to purchase this in phase 1. Alongside this implementation the OU is building out a data analytics environment through Microsoft Azure and it is vital that the solution implemented can integrate with this platform, and it would be ideal if it can operate on the Azure Public Cloud with appropriate user access and data privacy as core building blocks.

Renewal Options

Options to extend the agreement beyond the initial 3-year contract up for further period(s) to a maximum period of 10 years. If the solution is successful and in order to future proof it, there may be opportunities to roll out or expand the use of the system more widely across the OU organization (including groups and affiliates), as well as consider additional functionality/other modules beyond the initial scope set out in the tender if they are available in your solution. Further purchases may therefore be made following the initial implementation e.g. for master data management if this is not offered within the budget window as part of the platform. the OU intends that these purchases are made with the successful supplier as part of the award of this tender to ensure technical compatibility, consistency and continuation of supplier support. There is no restriction on the spend value of additional purchases as this will be governed by the OU’s available budget and it may be greater than the initial purchase or estimated contract cost. The OU reserve the right to purchase additional or new modules as they are released, and/or additional licenses beyond the scope of the original tender as it sees fit. Note that future purchases are not guaranteed.
