Description

To support and develop the capacity of the voluntary and community sector to deliver youth work activity. To establish, where necessary, a network of volunteers from a range of sources to provide individual support for young people in their local community. To support and, where necessary, develop the network of new and existing voluntary/community clubs. To maintain records and use the Early Help Module (EHM) management information system to record concerns on young people. To identify and access funding opportunities that would add value and/or enhance the contract.

Legal Justification

The current contractor is already working with young people across North Yorkshire and the service is needed as a matter of urgency as a result of the increase in Covid-19 in young people the high transmission rates that have been attributed to young people and the wider impact this has had on communities is not a circumstance which a diligent contracting authority could not have foreseen. The current contractor can access the high-risk young people quickly and easily due to the current service they provide.

Other Information

Under Regulation 72 (1)(c) of the Public Contract Regulations 2015 North Yorkshire County Council intend to modify the contract to allow their Outbreak Management teams to access the North Yorkshire Youths detached youth teams and utilise their skills and knowledge to support the County Council response to rising Covid-19 cases among the younger generation. The modification does not alter the overall nature of the contract. The variation will be in place from 26 October 2020 — 30 April 2021
