Other Information

The Comhairle is looking to appoint Tighean Innse Gall as the Managing Agent to deliver the Scottish Government’s Area Based Schemes, in the transition period between Home Energy Efficiency Programme Scotland (HEEPS) and the new Energy Efficient Scotland (EES), throughout the Outer Hebrides for the period 2020/21 for the following reasons: TIG has: — extensive experience of managing and delivering Scottish Government programmes of energy efficiency measures to private sector houses in a remote rural area, — successfully delivered the HEEPS:ABS programme for 7 years and can use this experience to ensure the smooth transition to EES:ABS, — extensive experience of operating in the Outer Hebrides and an understanding of the distinct geography and culture of the islands, — a proven track record of delivering energy information and advice, — the ability to attract Energy Company Obligation (ECO) funding to support the EES Area Based Scheme, — the ability to deliver Area Based Schemes through the EES transition period, — the ability to prepare appropriate funding bids for the ‘Able to Pay’ and ‘Local Heat and Energy Efficiency Strategies’ aspects of the Transition Programme, — the ability to complete the programme of works by the end of May 2021, — the ability to publicise the scheme throughout the Outer Hebrides.
