Negotiated procedure without prior publication - The works, supplies or services can be provided only by a particular economic operator for the following reason: • absence of competition for technical reasons Explanation: As per Reg 32.2(b)(iii) - the technological infrastructure installed on the Barracuda system details that Motorola is the only licensed operator allowed to access the Barracuda network therefore Motorola digital radios are the only equipment permissable.
