Description

It is the Council’s intention to procure an integrated service that brings together three statutory advocacy services within a single contract, to be delivered by a single provider (or lead provider).

Total Quantity or Scope

The services in scope are: • Independent Mental Capacity Advocacy (IMCA) (including Deprivation of Liberty Safeguards (DoLS) and Paid Representative) Introduced as part of the Mental Capacity Act, 2005. This gives people who have an impairment, injury or a disability that has meant they are unable to make a specific decision for themselves, the right to receive independent support. • Care Act Advocacy (CAA) The Care Act, 2014 places duties on local councils to involve people in decisions about their care and support. An advocate helps individuals, understand their choices, and supports individuals on decisions about their care needs. • Independent Health Complaints Advocacy Service (IHCAS) The Health and Social Care Act 2012 - supports people who want to make a formal complaint about the care and/or treatment they have received using the NHS Complaints Procedure. Additional information: Tender Process: Bidders should also note that This Tender process has been issued by London Borough of Tower Hamlets on in accordance with the Public Contract Regulations 2015 as amended by the Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 (“the Regulations) Schedule 3 (“Light Touch”) services. This Procurement Exercise will therefore be run in accordance with ‘the Regulations’ as they apply to “light touch” services. While the Authority is following a process broadly corresponding to an Open Procedure under ‘the Regulations’ neither that fact nor any other statements, acts or omissions of the Authority in connection with this Procurement Exercise should be taken as indicating that the Authority intends to be bound by the provisions of the ‘Regulations’ or the general principles to any greater extent than applies by law.
