** PREVIEW NOTICE, please check Find a Tender for full details. ** The MOD requires a soldier-borne, low power, 24/7 all-weather ground-based surveillance radar with the ability to categorise moving vehicles and personnel and to detect and correct artillery fall of shot. The main users will be Royal Artillery Fire Support Teams, Light Cavalry and Royal Air Force Regiment Force Protection units. The anticipated In-Service date for GBSR is Q1 2023. GBSR will deliver the capability which was previously provided by MSTAR Mk IV radar. The capability provided by MSTAR, and to be replaced by GBSR, is a self-contained, soldier-borne, battlefield Ground Movement Target Indication (GMTI) radar system for detecting, recognising, locating and tracking moving targets, including vehicles and personnel and to detect and correct artillery fall of shot; and for directing and adjusting subsequent engagement of the targets by artillery and/or mortar fire. GBSR will provide information to enable artillery and mortar fire to be adjusted onto the target and offer an all-weather 24/7 capability to the Battle Group and its specification will permit its use in a wide range of environmental conditions. The capability will be used across Defence: by Royal Artillery Fire Support Teams, by Light Cavalry and by Royal Air Force Regiment Force Protection units. The system must be soldier-borne, have improved power management, appropriate Human Factors Integration to meet the customers requirement and be an all-weather capability. The supplier should maximise the use of high Technology Readiness Level (TRL) technologies and Commercial-Off-The-Shelf or Modified/Military-Off-The-Shelf equipment. The contract duration is approximately four years, consisting of Demonstration & Manufacture, and In-Service Support, including Operator and Maintainer training. The contract may include 2x one-year options. Innovative support solutions will be welcomed. Invited GBSR Tenderers will be required to deliver demonstrations in field conditions of key aspects of the solution proposed in their Tender, to evaluate the viability of their solution’s ability to meet the requirements outlined in the GBSR Technical Statement of Requirement (TSoR). The demonstration requirements will be set by the Authority and evaluated in line with the methodology issued with the ITT. The details of the demonstration including location and dates, will be issued no later than 4 weeks prior to the demonstration. Performance during this demonstration will contribute to the final Tender Evaluation scores. The Tenders will be evaluated using the Most Economically Advantageous Tender (MEAT) scoring methodology via an online portal. Details of the evaluation methodology and online portal will be confirmed within the ITT. Approximately 130 GBSR systems will be required.
