Legal Justification
It is critical for services of this type that they are interoperable with existing pathways and provision of support. Engagement with this client group is extremely challenging and it is vital that access to and navigation through the service is as open and seamless as possible in order to ensure that they maintain engagement. To deliver services of this type would require expenditure on premises, recruitment and building contact networks, which would need to be passed through to the Council. In addition the Council would need to separately manage two contracts which would cause further duplication of costs as well as inconvenience. The cost of this project is GBP 1 270 660. This represents 5 % of the value of the original contract and is therefore well within the 50 % limit.
