Description

The Torry Heat Network project is a new district heating network for the Torry area of Aberdeen. The primary heat supply for the new heat network will be the NESS Energy-from-Waste (EfW) facility being developed as a joint project by Aberdeen City, Aberdeenshire and Moray Councils. The EfW is being developed as an entirely separate project, and is not within the scope of this tender.

This procurement involves the establishment of a framework agreement with a single operator, for the design and build of a district heating network for the Torry area of Aberdeen. … The primary heat supply for the new heat network will be the NESS Energy-from-Waste (EfW) facility being developed as a joint project by Aberdeen City, Aberdeenshire and Moray Councils. The EfW, which is being developed as an entirely separate project, and is not part of the scope of this tender. The main drivers for the project are: — alleviation of fuel poverty — much of the proposed heat network area is identified by the Scottish Index of Multiple Deprivation (SIMD) as falling within the 20 % most deprived communities in Scotland. — to deliver significant carbon savings to support Scottish and UK government targets. — to support the EfW project in achieving its targets for the proportion of useful heat delivered and thus demonstrate compliance with its SEPA licencing conditions.
