Description

Belfast City Council (‘the Council’) on behalf of Environmental Health Northern Ireland ‘EHNI’, which represents the 11 NI Councils, has awarded a contract for the provision of public analyst services. Upon award of the contract each of the participating 11 member NI Councils will enter into individual contracts with the successful economic operator. Each Council will have responsibility for the day to day management of their respective contracts.

Total Quantity or Scope

This contract is for the provision of a public analyst service, which includes the following key requirements: • collection of samples from the Council as part of a planned food sampling programme; • analysis and reporting on samples collected (individual samples and batches), drafting survey protocols and reports to the Council in accordance with the set turnaround times; • providing professional advice and support regarding the service as required i.e. court appearances, site visits, technical advice and support.

Renewal Options

Initial contract period of 24 months with the option to extend for a further period of 12 months and then a further period of 12 months (total 24 months). The Council reserves the right to amend the specification or to re-negotiate the contract price during the contract period to cater for innovation or developments in the service requirement e.g.: • any amendments to the Service due to Brexit or NI Protocol related developments during the Contract Period e.g. changes in legislation, volume variances, additional types of testing, changes in laboratory standards, etc. • testing of other samples such as water, soil, air, land, toys and electrical items may be required.

Other Information

The current estimated value of the service is GBP 1 300 000 over the 4-year contract period. The GBP 3 000 000 estimate value provided in this notice is to include for potential volume variances as a result of Brexit/ NI Protocol negotiation outcomes which could result in a significant increase in the volume of testing and analysis required.
