NTCA would like to see organisations focus on a curriculum which delivers a programme based on the progression needs of individual residents, clearly linked to the employment opportunities available in the area, including the NTCA growth sectors. Indicative lot value: GBP 4 000 000 per year. Contract values: minimum GBP 100 000 to maximum GBP 1 000 000.

Legal Justification
The contracting authority here have in place a large, multi-provider framework for the provision of adult education services. This call-off contract was procured before and during the very early stages of the pandemic. It was awarded on 24 March 2020. This particular provider offers online/distance learning to schools in the NTCA area, and did so even before the pandemic. However, the effects of the pandemic have generated much more competitor provision (due to the switch to online learning). Due to ongoing lockdown restrictions, such online provision remains necessary today amongst many providers. Compounding this was the lockdown schools found themselves in during the early part of the year and the resulting postponement of CPD for staff. These circumstances were not foreseen when, almost a year ago, this contract was being procured and awarded. As a result, there is considerable under delivery of this contract, and hence the need for this contract variation/reduction in price.
