Description

Orkney Islands Council is seeking to conduct a market test for the operation of a passenger ferry service between Pierowall (Westray) and Mocklett Pier (Papa Westray). Capacity should not be less than 40 passengers.

Total Quantity or Scope

Service will likely commence on 1 July 2021.The service may be operated using own vessel or a vessel provided by Orkney Islands Council (Orkney Ferries) under a Voyage Charter arrangement. The timetable for the service will be set by Orkney Islands Council and currently consists of 6 runs on a Mon, Tue & Wed, 5 on a Thur, 4 on a Friday & Saturday and 3 on a Sunday.

Interested parties are requested to provide a short brief of the operational concept for provision of the service in addition to the completion of the Market Testing Questionnaire as attached to this notice. The contract value stated at II.1.5 of this Prior Information Notice is for both the option to operator the service using own vessel or to operator using a vessel owned by Orkney Islands Coundil. The contract value is inclusive of a 12 month contract period plus further options to extend for 3 x 12 month periods. The publication of this PIN does not commit Orkney Islands Council to any particular procurement process or to appoint a contractor or to the taking forward of the project. For the purposes of this market testing exercise it is not known at this point whether LOTs will be used. There is the potential for LOT 1 as operator to use own vessel and LOT 2 operator to use a vessel provided by Orkney Islands Council. Potential participants must note that a response to this PIN does not form part of any selection process. Should a notice inviting requests to participate in a procurement exercise be published a new expression of interest would be required in accordance with that notice. Please note that this PIN has been issued by Orkney Islands Council purely to inform the market of its intentions to carry out a procurement exercise.
