Description

Provision of community services for patients within Merton localities. These service support people to stay well in the community, manage their own health with the right support and avoid stays in hospital. Services work across a wide range of health centres, hospitals, GP surgeries, children’s centres, local council facilities and in community settings – including in people’s homes. Provision of community haemoglobinopathy, homeless, refugees and Asylum Seeker team (HRAT) and special school nursing support services for patients within Wandsworth borough.

Legal Justification

Taking account of the unprecedented impact of Covid-19, the normal commissioning process has been disrupted and it is no longer possible, both in terms of timescales and in terms of service continuity risk, to conduct a competitive procurement for these services ahead of a new contract start date on 1 April 2021. NHS South West London CCG, newly formed from April 2020 will need reasonable time following its current response priorities to Covid-19, to assess what future arrangement of community services will best service the patients across the Borough of Merton and also some services provided across the Borough of Wandsworth and then how these new requirements can be put into place. In the interm, the CCG is working collaboratively with key local NHS and local authority system organisations to oversee a development of the community services, including the piloting of new pathways of care within the current level of investment available. The incumbent provider is assessed to be the only provider capable of ensuring a continuation of the range and level of service provision currently in place and being delivered sustainably within the finite financial resources available through contract price. Observing its obligations under the NHS (Procurement Patient Choice and Competition)(No 2) Regulations 2013, NHS SWL CCG has assessed the appropriateness to award an interim contract directly through a non-competitive process to the incumbent provider(s), recognising an immediate need to ensure continuity of essential patient services whilst a full review takes place to agree the future provision of these services.

Other Information

The interim contract is for a period of 12 months, with rights reserved to extend for up to a further 12 months (potential 24 months in total). The contract value shown of GBP 47 600 000 is the potential value across 24 months. The 12-month contract value is GBP 23 800 000.
