Legal Justification
The software which is an integral requirement for the processing of camera originated offences and there would be significant inconvenience and cost to change supplier. The additional costs include a new viewing system and server. There would also be significant internal costs to move to a new system and to tailor it to Leicestershire Police Road Safety Unit requirements. It is considered that the upgrade and a continuation until 31st March 2014 provides the most cost and resource effective solution .both now and into the medium term.
