Description
The Council seeks to appoint a construction framework delivery and management partner pursuant to the Concession Contracts Regulations 2016 (the ‘Concessionaire’) for a 5-year term, to work in partnership with the Council (the ‘Contracting Authority’) to procure, let and manage a construction works ‘Framework’ as defined by and compliant with the Public Contracts Regulations 2015. The intention is that this framework will facilitate the award of the Council’s own projected pipeline of works requirements. The Council intends to make the Framework accessible to other North West public sector bodies (definable recognisable classes of Contracting Authority) which are eligible, and grant a concession to the partner to market and manage the framework in return for a concession fee (whether in the form of rebates or otherwise) to be established under this procurement process. The Council estimates that that the total concession value (5 years) may range between GBP 0-GBP 10 million.
Total Quantity or Scope
The Council seeks to appoint a construction framework delivery and management partner (the ‘Concessionaire’) for a 5-year term, to work in partnership with the Council (the ‘Contracting Authority’) to procure, let and manage a construction works ‘Framework’ as defined by and compliant with the Public Contracts Regulations 2015 The intention is that this framework will facilitate the award of the Council’s own projected pipeline of works requirements. Please refer to the procurement documents for full details including the roles and responsibilities to be assigned to the Concessionaire and Council. The Council intends to make the Framework accessible to other North West public sector bodies (definable recognisable classes of Contracting Authority) which are eligible, and grant a concession to the Partner to market and manage the framework in return for a concession fee (whether in the form of rebates or otherwise) to be established under this procurement process. The Concessionaire will be required to make all necessary commitments and investments; resource, financial or otherwise, to work in partnership with the Council to establish the framework and will not receive any consideration or payment from the Council for the whole of the services to be delivered under the Concession Contract (please refer to the procurement documents). In consideration for the Council awarding a Concession Contract to the Concessionaire to manage, market and let the framework, a concession fee will be payable to the Council. The concession fee is in return for the Concessionaire commercially utilising the Framework. Further the Concessionaire must accept that the Council cannot and does not guarantee to award the framework and does not give any warranty express or implied about procurement rules, vires or volume. The Council seeks to appoint a Concessionaire by the end of March 2021 so that it can commence its procurement of the Framework immediately thereafter in order that the Framework can be operational by the start of its 2022/23 financial year. The Council estimates that that the total concession value (5 years) may range between GBP 0-GBP 10 million.
