Description

The Wheels to Work Loan Scheme provides the opportunity for young people aged 16-25 (and some people over 25) who have no access to either private transport or public transport, to request a moped (or possibly bicycle) to attend training, employment interviews or vocational training, such as apprenticeships, or to start employment.

Total Quantity or Scope

The Wheels to Work Loan Scheme (W2W) provides the opportunity for young people aged 16-25 (and some people over 25) who have no access to either private transport or public transport, to request a moped (or possibly bicycle) to attend training, employment interviews or vocational training, such as apprenticeships, or to start employment. The current scheme uses petrol mopeds and during the course of this contract there will be a move towards using electric mopeds where appropriate. There may also be a move towards providing electric and/or manual bicycles. The Wheels to Work Loan Scheme currently operates in four Hampshire districts: East Hampshire, Test Valley, Winchester and New Forest and is funded by Hampshire County Council alongside contributions from East Hampshire District Council and New Forest District Council in respect of the service in their areas. During the course of the contract there may be potential to expand the scheme into further additional District Council areas within Hampshire. The contract will be for 2 years, from 1 April 2021 to 31 March 2023. There is an option to extend for a further 4 years, in annual increments (or as required by the Authority), subject to the availability of funding from funding partners. The maximum value of the contract, including any extensions, will be GBP 2.075 million.
