Description
In line with the ‘Getting the Best from Complaints Social Care Complaints and Representations for Children, Young People and Others’ guidance Coventry City Council recognises a good procedure ensures that children and young people who make representations should have their concerns swiftly resolved, and, wherever possible, by the people who provide the service locally. The purpose of this procurement is to recruit a ‘bank’ of Independent Complaints Investigating Officers, Independent Persons, Independent Chairs of Review Panels and Review Panellists who will undertake, in line with statutory guidance for local authority children’s services representations and complaints procedures, a Stage 2 investigation or Stage 3 review panel.
Total Quantity or Scope
This procurement exercise is to be run pursuant to Regulations 74, 75 and 76 of Chapter 3 of the Public Contract Regulations 2015 (PCR2015) and is for Social Care Services which are considered ‘Light Touch Regime’ services, as specified in Schedule 3 of the PCR2015. Accordingly, the Council is only bound by those parts of the Regulations detailed in Chapter 3 ‘Particular Procurement Regimes - Section 7.’ The procurement process to be utilised is based upon the basic principles of Regulation 34 of the PCR 2015. This Dynamic Purchasing System has been designed to ensure continued competition, a basis of flexibility and also support the creation of sustainable business opportunities for new market entrants, into the City of Coventry. The council makes no guarantee as to the volume of business on offer, and any volumes given are indicative only and intended as a general guide.
