Legal Justification
The Health Board has allocated funding for a project that triages, assesses and provides interventions to support children and young people with emotional and mental health difficulties and/or those participating in ‘risky behaviours’ who are under 18 years of age. The aims of providing this service are; - To improve emotional and mental health outcomes for children and young people in Cardiff and the Vale of Glamorgan through the provision of timely, high quality, easily accessible, dynamic, evidence-based and cost-effective support - To reduce the harm caused by risky behaviours, including drug and alcohol use and self harm, on young people, their families and the wider community - To reduce inappropriate referrals to specialist services A Cardiff and Vale commissioning strategy has been undertaken to outline the direction of travel for next five years. Services will need to respond to the changing demographics of Cardiff and Vale, an evolving evidence base around effective treatments and therapies and any Welsh Government Delivery Plan requirements. Due to Covid-19, this strategy review was delayed and as such, the whole-system review of the patient pathway from prevention to recovery is still being finalised. Therefore, the re-commissioning of new contracts with specification re-designs is anticipated to commence from the 1st June 2022. As such, the Health Board require a twelve month interim contract to ensure the established emotional well being project maintains its excellent care to our patients. CGL have extensive experience of delivering targeted and personalised interventions to support positive outcomes for children and young people reducing risk taking behaviours. Within the current project, they have a 98% success rate and have a number of staff involved such as a clinical psychologist, 4.5 health and wellbeing workers, a volunteer co-ordinator and service manager. Based on the above, the Health Board is applying a 10 day standstill period prior to awarding this contract.
