Description

This is a Voluntary Ex-Ante Transparency Notice intended to provide notice of the Contracting Authority's award of a short-term contract to its incumbent provider, KPMG for the provision of external audit services to the following CCG's located in Essex: Castle Point & Rochford CCG, Basildon & Brentwood CCG, Mid Essex CCG, Southend CCG, Thurrock CCG and West Essex CCG.

Total Quantity or Scope

The CCG's in Mid and South Essex CCGs are in the process of merger into a single CCG across Mid & South Essex geography and moving to create an Integrated Care System by April 2022. The current External Audit contract expired on 31st March 2021 and the commissioners believe it is inappropriate to commence procurement in this period of organisational change; it is the intention to seek a new external audit partner over the coming months to commence a new contract from 1st July 2022.

Legal Justification

Mid and South Essex CCG's and West Essex CCG are currently moving towards creating an Integrated Care Systems, which initially involves the merging of the five CCG's in Mid & South Essex, and in respect of West Essex its current integration with Hertfordshire CCG's. The External Audit Services is predicated on organisational structure to satisfy the regulations and to provide appropriate reports to confirm organisational propriety. As a short term solution, as the current contract as expired, whilst this significant organisational change is taking place it would be inappropriate and short sighted to carry out a procurement process. It is intended that procurement process will commence over the coming months so that organisational structure can be determined and existing audits of current structures can be closed appropriately.
