Description
In general all deaths not entirely due to natural causes or where a cause of death is unknown should be reported to the Coroner. When there is a sudden death, it is the responsibility of the Coroner to examine the cause of death and to remove bodies from the scene to the Mortuary, pending a post-mortem examination. The cases that require the removal of a body in this way are mainly community rather than hospital deaths. The Coroner through the Police Control Centre or a Coroner’s Officer will instruct a Provider to collect the body and transport it to the mortuary. Body removals will need to be undertaken from different locations in the County and taken to specified mortuaries at locations in Cornwall, Devon and on occasions nationally, at short notice and at any time. In order to ensure this process is carried out efficiently, Cornwall Council is seeking to appoint Providers by competitive tender to provide this Service which will be used by the Coroner for Cornwall & Isles of Scilly. The Council is the responsible body and is therefore carrying out the tender process on behalf of the Coroner

Legal Justification
Cornwall Council went out to tender in December 2020 to renew an Agreement for contractors to provide a service to transport deceased persons between the place of death to the Coroner’s chosen mortuary. Tenders closed in January 2021, a formal evaluation process followed, and the 8 lots were awarded at the beginning of March 2021.Dignity were awarded Lot 6 but declined due to it not being financially viable for them, there were no other tenders for this lot. .Cornwall Council took the following steps. 1. Offer contract to all bidders who met the quality evaluation criteria 2. Direct enquiries to local Funeral Directors in the area and consideration of a consortium 3. Approach previous bidder to negotiate directly Conclusion Co-op submitted a very reasonable price for Lot 6, areas 18 and 19, Legal have incorporated this Lot into the contract along with Lots 3, 4 and 5, using the previously submitted social value and quality method statement responses for all lots. F.D Hall & Son submitted a fair price for Lot 6, area 15, and will subcontract out to Richardson’s of Looe. Legal have drawn up a contract incorporating their pricing document, but no quality method statements or social value templates were submitted as this is not a requirement under the negotiation without prior publication procedure, it was also considered to be a delicate relationship due to the previous history and not appropriate to ask them to fill in extra paperwork, Procurement did however carry out a due diligence report to assess any financial risk, the Due Dil report showed credit health as ‘very low risk’ and no other areas for concern
