Description

The authority is tendering to contract for a cloud-based IT system to cover built environment and planning software system with functionality such as planning, building control, planning enforcement and land charges. The contract will also include within its scope the implementation, project management, hosting, subscription/licensing, ongoing support and maintenance and any relative bespoke development and/or upgrades required during the term. This is the core requirement of the tender and on which the tender will be evaluated. The contract will also include the ability for the authority to call off regulatory services and environmental functionality such as taxi licensing, environmental health, trading standards, licensing and food safety services during the term of the contract.

Legal Justification

This procurement is being undertaken on an urgency basis and as such the provisions of Regulation 29(10) shall apply, due to the fact that the time limit laid down in the regulations are impracticable for the award of this contract due to the level of existing disruption being incurred by the authority from the need to upgrade its existing solution.
