LRSL is awarding a contract for the design, delivery, operation and demobilisation of a temporary river crossing (and all necessary infrastructure and equipment) to enable pedestrians and cyclists to cross the River Thames at Hammersmith, to operate whilst Hammersmith Bridge is closed for essential repairs and refurbishment works.

Total Quantity or Scope

The procurement of a contractor to provide a temporary pedestrian and cyclist river crossing at Hammersmith Bridge, including but not limited to: • the design and construction of the river crossing infrastructure; • the procurement of waterborne vessels; • the operation of river crossing passenger services; and • the maintenance of the waterborne vessels and river crossing infrastructure.

Legal Justification

A state of urgency exists given that Hammersmith Bridge is expected to be closed for at least 12 months; significant numbers of school children that need to cross the river every day and other people who may be vulnerable are having to take alternative, longer, more challenging routes and a safer option is required as soon as practicable. For this reason, the procurement exercise followed an accelerated timeline.

Other Information

Initial contract value is GBP 9 000 000. Maximum contract value is GBP 22 500 000 if the contract term is extended for a maximum additional 48 months.
