This contract is for the provision of a workforce management system to facilitate the Direct Labour Organisation (DLO) staff in undertaking their duties and support the response maintenance service provision to their customers. To improve the planning, monitoring, control and co-ordination of the tasks and activities required to provide the expected service level.

Legal Justification

The business area within the Housing Executive that uses the system procured via this procedure is currently undergoing a major strategic review that may have a significant impact on any procurement initiated as a result of the end of the existing contract.Replacing the current system in an uncertain environment and before this review is complete would cause significant inconvenience and could result in a contract that benefits neither the Housing Executive or a future contractor. To run a competition prematurely would also likely lead to a duplication of implementation costs not associated with an extension of the existing contract. Therefore the most viable, least disruptive and best value option is to extend the current contract in accordance with the existing contract conditions for a period of 24 months and review the procurement options again prior to the end of that period.
