Paving works and general maintenance of street furniture. Carriageway and footway reactive surfacing repairs. Planned carriageway resurfacing and planned footway maintenance works Road markings and coloured surface treatments. Public highway lighting and illuminated street furniture. Installation, repair, cleaning, testing of City maintained lighting and illuminated street furniture. Specialised lighting and civil repair works upon unique City Infrastructure including our bridges and St. Paul's. Professional advice, including designs, modelling, GPR's innovation and planning. As built drawings, highway inventory asset valuation & defect monitoring Works in both the City of London and in other locations for which the City Corporation is responsible callouts.

Total Quantity or Scope

Remeasure of completed works undertaken in accordance with the contract specification, terms and conditions and with performance measured by a KPI compliance process. The contact will be CoL Bespoke terms and conditions for the Highway Maintenance Contract.

** PREVIEW NOTICE, please check Find a Tender for full details. ** Scope This notice marks the commencement of a pre-market engagement exercise to conduct contractors with potential suppliers with expertise in successfully delivering similar services and to obtain general feedback on the City of London (CoL) proposed approach to the procurement exercise. The majority of the highways maintenance and construction activities are delivered through the CoL’s core term maintenance contract. This contract has been in place since 2012 and is due to expire on the 30th June 2022. While this has been a very successful contract, CoL recognises that there is an opportunity to build upon these successes and take steps to identify and maximise the opportunities available to both the CoL and the appointed supplier. Our ambition is therefore to maintain these high levels of performance, whilst encouraging and supporting innovation. We are very keen to work with a supplier who is innovative in terms of how our core/continuing requirements are realised, in addition to discussing new ideas and ways of maximising the relationship. Our ambition is for this to create an exciting and new way of delivering highways services, whilst continuing to perform at the expected high levels. The CoL anticipates that the value of the initial term of the contract (5-year period) would be in the region of GBP 50 000 000 (~ £10 Million a year). However, this is an indicative figure only based on its current 'core' scope of requirements and on the assumption that the contract would be in place for that duration. There will be the potential for a 5-year extension, but this will be subject to performance and quality objectives being met. Any extension would require committee approvals from the City of London Committees. We are also keen to establish a genuine partnership approach which embodies trust in service delivery, pricing and the innovations referenced above, which would potentially further improve the relationship. We are very keen to understand how we can do things better to facilitate this as the client , including how we involve other parts of our supply chain to achieve success for all. We are also required to explore wider social benefits which can be realised from significant public contracts. The CoL has realised a number of successes in the previous iteration of this contract with our incumbent supplier but hopes to achieve significantly more through this new partnership approach. To do this, our ambitions must be aligned with those of our appointed supplier. This means jointly agreeing how this will work and how this can realistically be achieved without adding excessive cost. The highways team are obliged to comply with the public procurement regime to ensure a sensible and fair procurement process. While we hope that this offers assurance that you should expect us to run a fair and transparent process, our ambition is to also undertake a procurement which is not overly burdensome and facilitates enough interaction with bidders to arrive at the right decision. The CoL is also committed to ensuring that all parties are treated equally, parties should also note that the conduct of this pre-market engagement process does not oblige the CoL to undertake any formal process as a result of this exercise and should note that they are responsible for their own costs in participating in any pre-market engagement activity. In terms of the activities which will take place over the forthcoming months, the CoL pre-market engagement exercise will consist of potentially 'one to one' consultations with suppliers to discuss the Highway Construction and Maintenance Contract you may want to provide a presentation, which is of course optional.
