Description

YPO are looking for Suppliers to be appointed onto a Dynamic Purchasing System (DPS) for the provision of ‘The supply of Renewable Biomass and/or other related services – Ref 001080. The DPS is designed to meet the needs of all public sector organisations which includes YPO’s internal requirements and any of YPO’s wholly owned associated or subsidiary companies.

Lot Division

1 Biomass Fuel Chips and/or related products and services

This DPS provides for the compliant procurement of biomass wood fuel chips and related products, to a particular size and specification, as specified by the customer during the call for competition. This DPS also provides for related services including (but not limited to): • Boiler maintenance and servicing for relevant product areas • Supply of heat (where suppliers/providers fund, own and operated the boiler and sell the heat to the client on per kWh basis) • Hopper/storage vessel housekeeping training • Wood cracking and wood chipping • Fuel level management.
2 Biomass Fuel Pellets and/or related products and services

This DPS provides for the co compliant procurement of biomass wood fuel pellets and related products (such as biomass briquettes). Exact product and service specifications will be defined by the customer at a mini competition stage. This DPS also provides for related services including (but not limited to): • Boiler maintenance and servicing for relevant product areas • Supply of heat (where suppliers/providers fund, own and operated the boiler and sell the heat to the client on a per kWh basis) • Hopper/storage vessel housekeeping training • Fuel level management.

Renewal Options

There is a possibility that this DPS will be renewed after 3.5 years from the commencement date.

YPO will incorporate a standstill period at the point of notification of the award of the contract is provided to all bidders. The standstill period will be for a minimum of 10 calendar days, and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Please note that deadline for the initial establishment/first round of the DPS submissions is 10/06/2021 at 14:00. Following the initial establishment, the DPS will remain open for any Suppliers to submit a bid at any point until the closing date of the DPS.
