Description

A Dynamic Purchasing System for Cadw to appoint a range of consultancy services required for conservation projects. All consultants will be qualified to the standards required as part of the ITT. The arrangement will compliment the Cadw Lead Professional Advisor Framework and will be a vehicle for Cadw to appoint the services required on either single or multi-disciplinary projects.

Lot Division

1 Category 1 - Structural Engineer

The provision of structural engineering services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required including non-historic domestic and commercial property. Selected consultants on request, (outlined in the brief and task order) to act as the Lead Consultant and also Principal Designer. To work with Cadw's in-house specialist teams and in conjunction with other specialist companies, to design and supervise structural repairs to historic masonry, timber framing and earthworks using traditional and modern techniques. This may include coordinating and incorporating other specialist advice. Also to advise on and design sensitive structural solutions for new work within or in close proximity to the monuments and their protected archaeology. 2 Category 2 - Mechanical & Electrical Engineering

The provision of mechanical and electrical consultancy services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required including non-historic domestic and commercial property. This may include coordinating and incorporating other specialist advice. Selected consultants on request, (outlined in the brief and task order) to act as the Lead Consultant and also Principal Designer. To work with Cadw's in-house specialist teams, and in conjunction with other specialist companies, to advise on, design and supervise the full range of services to Cadw’s facilities at the sites in care. This will include all current and planned power, lighting, heating, water supply and security installations, etc. These need to have a minimal impact on the historic fabric and to any buried archaeological remains. Cadw has a commitment to sustainability, therefore a key role of the supplier will be to identify ways of improving Cadw’s energy efficiency and reducing its carbon footprint, minimising the use of water and developing micro-generation schemes wherever possible. 3 Category 3 - Quantity Surveying

The provision of quantity surveying services (as defined by the Royal Institute of Chartered Surveyors) related to the conservation of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required including non-historic domestic and commercial property. This may include coordinating and incorporating other specialist advice. The selected companies will work to Cadw's in-house specialist teams and in conjunction with other specialist companies. 4 Category 4 - Civil Engineering

The provision of civil engineering consultancy services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required including non-historic domestic and commercial property. This may include coordinating and incorporating other specialist advice. Selected consultants on request, (outlined in the brief and task order) to act as the Lead Consultant and also Principal Designer. To work with Cadw's in-house specialist teams and in conjunction with other specialist companies, to design and supervise for work within or in close proximity to the monuments and their protected archaeology. This can include the repair, adaptation or construction of a range of visitor facilities, the provision of vehicular and pedestrian access, safety works, drainage, and water management. 5 Category 5 - Project Management

The provision of Project Management services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities (and other such buildings) at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities including non-historic domestic and commercial property, as required. Selected consultants will work with Cadw's in-house specialist teams and in conjunction with other specialist consultants, providing project management and planning supervision services as required. This may include coordinating and incorporating other specialist advice such as structural, mechanical, electrical etc. In certain situations, the Project Management (PM) consultant will be required to form their own design teams from consultants appointed on the other Categories on the Framework. In this situation, the PM consultant will be responsible for directly employing the other disciplines and for managing and coordinating their work. This will also mean employing accredited architects/surveyors from Cadw’s conservation framework, who has the necessary skills to act as the professional accredited lead consultant. 6 Category 6 - Ecological/Biodiversity Specialists

The provision of ecological and bio-diversity services related to the conservation and management of ancient monuments, the design, maintenance and repair of visitor facilities at those sites, and occasional advice regarding works to historic buildings and other Cadw facilities, as required. Selected companies will work to Cadw's in-house specialist teams, and in conjunction with other specialist companies, to assist Cadw in maintaining compliance with its statutory obligations under the Wildlife and Countryside Act 1981, the Environment Protection Act 1990, The Conservation of Habitats and Species Regulations 2010, Environmental Information Regulations 2004 and Welsh Government Policies.
