Description

Intention to award a Public contract under Regulation 32(2) (b) (iii) of the Public Contract Regulations 2015 for the for the provision of beds providing support and treatment to patients through crisis periods and acute phases until the patient can be repatriated to home services or discharged back into the community.

Total Quantity or Scope

During the Covid-19 pandemic, pressure for mental health beds has increased. The National IS contract secured by NHS England (for acute hospitals) did not include additional mental health bed capacity. Mental health Trusts have therefore looked to secure ad hoc, and sometimes costly, spot purchase arrangements with the IS bed providers, exacerbated by a prolonged Covid-19 response period in the North West. The experience of our most vulnerable service users and their friends and family when in a crisis is of vital importance to our core values and philosophy as specialist mental health providers. If patients cannot be accommodated within the existing bed base or by another NHS Trust, implement the best alternative. The NW IS block contract introduces a managed pathway for when NHS demand exceeds capacity. A number of North West Mental Health NHS Providers have agreed to enter into contractual arrangements with Independent Sector providers (IS) for adult Acute mental health beds, thus ensuring there is access to a locally contracted IS bed when demand exceeds capacity within the existing NHS Trust bed base. Participant NHS Trusts have agreed the number of IS beds they will require as part of these arrangements, based on previous demand and IS bed availability. Additional information: The buying authorities are Greater Manchester Mental Health NHS FT, Pennine Care NHS FT, Cheshire and Wirral Partnership NHS FT and Mersey Care NHS FT. Greater Manchester Mental health are the Coordinating Head Provider.
