Description
The Health Board have a requirement for agency staff who specialise and have experience of working in Child and Adolescent Mental Health Services.
Total Quantity or Scope
The Children, Young People and Family Health Services require additional staff that will work as part of the multi-disciplinary Children’s Emotional Wellbeing and Mental Health Services, providing specialist advice, support, assessment and intervention to identified pathways for children and young people’s complex mental health conditions. The work is emotionally demanding, working with clients with complex problems. This involves sometimes working with people with interpersonal difficulties or avoidant behaviours and the challenges this presents to the therapeutic process. It is also emotionally demanding working closely with people who have suffered severe traumas such as childhood sexual abuse. The staff will be expected to work with complex problems within the time limited framework required by the department. Staff must hold a number of qualifications as follows; - Relevant Masters Degree and professional qualification (one or more of the following): - Registered Mental Nurse (Nursing & Midwifery Council Reg'd), - Registered Nurse for Learning Disabilities (Nursing & Midwifery Council Reg'd) - Registered in Social Work (General Social Care Council or Health and Care Professions Council or Care Council for Wales Reg'd), - Registered in Occupational Therapy (Health Professional Council Reg'd) - Postgraduate Doctorate in Clinical Psychology (or its equivalent) as accredited by the British Psychological Society (Health Professional Council Reg'd and eligible for Chartered Clinical Psychology status of the BPS) - Evidence of continuing professional development Staff must also demonstrate their extensive experience to be suitable for this requirement

Legal Justification
The Health Board have exhausted internal options for the increased staffing requirement including a recruitment campaign, utilisation of the staff bank and secondment opportunities. As a consequence the Children, Young People and Family Health Services have sought external provision. CAMHS Professionals is an agency staffing provider, specialising in candidates that are trained and have significant experience of working in Child and Adolescent Mental Health Services. They have a large pool of suitably trained staff available for booking, with many available in the local area for face to face work rather than working solely remotely. There are a number of key differences between Welsh and English CAMHS services and having access to local staff with experience of the Welsh CAMHS system and local services is helpful in mobilising staff quickly in to roles to meet the high demands on services. Similarly, access to Welsh candidates supports our commitment to The Welsh Language Measure. The skill level and experience of candidates always meets and often exceeds the requirements of the service. The service is currently utilising two members of agency staff sourced through CAMHS professionals for specialist roles in the team under a contract that will expire on the 30th June 2021. The service has a requirement to retain these staff in the roles for continuity of care until roles are permanently filled, failure to do so will be detrimental to the care of young people. As this is an increased value. On the basis of the above, the Health Board are issuing this notice to the market and applying a 10 day standstill period prior to awarding a three month contract from the 1st July 2021 with an option to extend up to the 31st March 2022 if required.
